I too would be hugely surprised at the latter, but I don't have access to
any Ultrix-11 systems to try it, nor has anybody else ever reported back to
me about it. However, I am (still) able to build C-Kermit on PDP-11s with
2.xBSD by using overlays, and I assume Ultrix-11 could follow a similar
path, especially since it, too, is BSD-based.
If anyone out there still uses Ultrix-11, I'd be happy to work with them
on getting the latest C-Kermit working there.

That's not flow control. Flow control has to be done by the driver, not the
application.
